I looked at the link for the Reuters story you posted. It's really ironic. At the bottom of the page (at least the day I looked at it) was a link to a story of Israel attacking the Gaza Strip. Somehow I find the kind-hearted kiss a lot more civilized than the brutality of war.
"Make love, not war" seems a fitting response to the juxtaposition of the two stories. (I'm not advocating child abuse, rather kindness, gentleness, and affection, lest anyone start crying out "paedophile!") And even if it were an erotic act, wouldn't that better than firing artillery into an area where civilians, including five-year-old boys live?
I suppose there are those who would say that it isn't. Go figure.
